The expectations that the Syrian regime will behave differently than in the past betrays an ignorance of Middle Eastern politics, and espouses unfounded optimism.
Terrorism is literally the Assad family business, and has been so since they came to power. The notion that the same policies that failed miserably in the 90s will result in the opposite outcome for reasons unbeknownst to all, is the best definition not just of delusion, but also of insanity. The U.S. has not had such problems with recruiting Moslems. The reason is that the culture in the United States is geared toward eventually accepting immigrants. Most other nations, which are not composed largely of immigrants, or the descendents of immigrants, are generally much more hostile to "others." • كيف ممكن أن تحلّ الخلافات؟
إنّ أي إتفاق لا يستكمل إلا من خلال التفاهم على رؤية وطنية مشتركة تتعلّق بالأمور الأساسية وأولها الالتزام بالدولة قولاً وفعلاً.
ما نريده اليوم هو العودة الى منطق الدستور، فالدولة ليست فقط سلاح ومؤسسات أمنية...
يجب أن نحترم الدستور وحقوق الناس. نحن نعلم جيداً أن تكوين الدولة في لبنان بعد مرحلة خروج الجيش السوري ومرحلة الوصاية كان يتطلب العودة إلى الدستور والى النظام الديمقراطي وقيام رؤية في لبنان ذات صفة وطنية، وليس العودة إلى قانون غازي كنعان.
أختلف مع الوزير أوغاسبيان في ما قاله بخصوص الحكومة، إذ لا يمكن حكم لبنان بواسطة حكومة غير مجسّدة لكل الأطراف، كما لا يمكن حكمه بمنطق أكثري وأقليّ.
إذاً المشكلة ليست في شكل الحكومة ومن فيها، المشكلة برأيي هي في الاختلاف الأساسي على رؤية وطنية مشتركة.
نعم، لا يجب أن يكون هناك دولة رديفة، وإنّما الدولة الرديفة تقوم بكلّ الأمور. الموضوع المسيحي هو جزء لا يتجزأ من الموضوع الأشمل الوطني.
• هل استمرار الخلافات العربية – العربية يشكّل عائقاً أمام استكمال المصالحات؟
على العكس، الخلافات العربية- العربية والتجاذبات الإقليمية- الدولية تؤثر سلبياً إذا لم يكن هناك في لبنان حدّ أدنى من التفاهم بين اللبنانيين. إذا كنا ننتظر كلبنانيين انتهاء هذه التجاذبات لكي تنفق ويكون لنا دولة، فلن تنتهي هذه الخلافات. الوجود اللبناني المتنوع بحاجة إلى عودة جدية وفعلية للقانون والدستور وإلى التركيبة الخاصّة والفريدة والمميزة، وما مررنا به منذ ثلاث سنوات حتى اليوم كان يمكن أن نتفاداه.
ذكر الوزير أوغاسابيان أنّ اتفاق الدوحة هو مرحلة عابرة، أنا أسميها مرحلة انتقالية لأنّ هذا الاتفاق أمّن من الآن حتى الانتخابات مرحلة من الاستقرار وإعادة تكوين السلطة. إنّما هل نحن قادرون على أن نستمر في لبنان الوطن – الرسالة بدون رسالة وطنية؟ لا هي رسالة مارونية ولا شيعية ولا درزية، بل وطنية، علينا جميعاً أن نتفاهم على حملها وتحقيقها ونتنافس تحت إطارها.
هناك ضرورة في هذه المرحلة للعودة إلى الدستور في كلّ الأمور، وأن لا يكون هناك استنساب في هذه المسألة، لاّنّ تكوين السلطة في لبنان أمر أساسي، إنّما عندما نكوّن السلطة من دون مشروع وطني ومن دون إحترام كل المعايير الدستورية ، نكون عملياً في حفلة تكاذب.
الحفاظ على دور رئيس الجمهورية
• في حال حصول قوى 14 آذار على الأكثرية، هل ستصر قوى 8 آذار على المشاركة في الحكومة العتيدة بثلث معطّل؟ ولماذا اعترض العماد عون على كتلة خاصّة برئيس الجمهورية؟
العماد عون لم يقل أنّه لا يحقّ لرئيس الجمهورية بأن يكون له كتلة نيابية بل قال أن كتلتنا هي كتلة رئيس الجمهورية، وإذا كان الرئيس يفتّش عن كتلة وطنية فنحن نقدم كتلتنا.
العماد عون كان واضحاً أيضاً أثناء زيارته إلى سوريا عندما سئل عن مدى نجاح خطوته في تذليل العواقب بين لبنان وسوريا والخلافات والملفات وأجاب بشكل واضح: " أنا لا أمثّل لبنان الرسمي ولا كلّ اللبنانيين، أنا لبناني هنا، أمثّل ما أمثّل. إذا نجحت في تحقيق هذا الأمر يكون خيراً للبنان ولجيراني وإذا لم أنجح يكون لي شرف المحاولة".
إذاً، نحن نعتبر أن من يريد الحفاظ على رئيس الجمهورية يجب أن يحافظ على الدور الذي على أساسه تمّ اختيار الرئيس وهذا أمر مهم جداً. إذا حلّلنا عملياً نجد أن لا وجود لـ 14 آذار ولـ 8 آذار بل هناك وجود لإصطفافات سياسية، لذا برأيي القول بأن هناك إمكانية لوجود كتلة غير معنية بهذا الصراع السياسي القائم، هو أمر بعيد عن الواقع.
وتحميل رئيس الجمهورية هذا الدور هو أمر ليس لمصلحة لبنان ولا لمصلحة الرئيس.
أمّا في موضوع المشاركة والثلث المعطّل، فقد حان الوقت لنقرّ ونعترف جميعاً بأنّه ليس هناك ما يسمّى بالثلث المعطّل. فالحكومة الوطنية الموجودة اليوم ليس فيها شيء معطّل، وعندما كنّا خارج الحكومة كان وضعنا أفضل في موضوع المحاسبة والمواجهة ...
أنا مع أن يعاد البحث في صلاحيات رئيس الجمهورية، فموضوع الثلثين والقرارات التي تؤخذ بالأكثرية، برأيي سقط. أريد أن أسجّل موقفاً بحكم خبراتي القانونية والدستورية وهو أن حكومات الوحدة الوطنية في أوقات معيّنة لا بدّ منها، وإذا قرأنا دستورنا بروحيته فهو ينحو في اتجاه الائتلاف الوطني لأنّ تركيبته وهيكليته غامضة وتوافقية في مجملها، مثلاً الدستور يلزم رئيس الجمهورية ورئيس الحكومة أن يتفقا على مرسوم تشكيل الحكومة وإلاّ لا يصدر هذا المرسوم.
• تصويت المغتربين هو مطلب مسيحي قديم ورئيس الجمهورية تحدث في خطاب القسم عن نيّة لإشراك المغتربين في الانتخابات النيابية والمشاركة في اتخاذ القرار، ما هي الإجراءات التي ترونها مناسبة؟
نحن قدّمنا اقتراحاً في لجنة الإدارة والعدل وتمّ الأخذ بمعظمه وهو وضع آلية لإقتراع اللبنانيين المقيمين خارج لبنان، وهذه الآلية أُقرَّت في القانون الحالي وما حصل أنه في الأحكام الختامية للقانون تقدّمت وزارة الخارجية بجواب يقول بتعذّر تطبيقه في المرحلة الحالية بسبب الإمكانيات، ما يستدعي تأجيل تطبيقه ونحن إعترضنا على ذلك واقترحنا آلية عمليّة وهي إعطاء مهلة سنة للمقيم خارج لبنان لتسجيل إسمه في إحدى السفارات أو القنصليات، ثمّ إرسال القوائم المسجلة إلى وزارة الخارجية بالتنسيق مع وزارة الداخلية وإدراج هذه الأسماء على لوائح شطب ترسل إلى الخارج.
هذا في ما يخصّ المقيمين اللبنانيين خارج لبنان، أما مسألة منح الجنسية اللبنانية للمغتربين وللمتحدرين من أصل لبناني فهي موضوع آخر، وقد قمنا بتقديم إقتراح قانون في لجنة الإدارة والعدل وقد مضى على درسه سنوات إذ هناك مشاكل عديدة لا يمكننا تجاوزها.
• ما هو موقفكم في موضوع خفض سنّ الإقتراع؟
تخفيض سنّ الإقتراع ذكر في مشروع القانون الذي قدّمته لجنة فؤاد بطرس، وفي هذه اللجنة كان الوزير زياد بارود مشاركاً، وكان هناك الكثير ممن هم حريصون، وأعرف أنه في حينها جرت عدّة لقاءات بين بارود والبطريرك صفير ...
الإعتراض على هذا الطرح غير محقّ، والموضوع الطائفي غير جدّي، فنحن حريصون على الحضور الإسلامي والمسيحي في النظام السياسي من خلال التوازنات، وأعتقد أن الكنيسة المارونية وكلّ الأطراف المسيحية على علم بذلك.
برأيي كان يجب إعطاء الحقّ للشباب بإبداء رأيهم فهم أكثر الناس بعداً عن الترغيب والترهيب، والشاب اللبناني هو الأكثر تحرّراً من القيود، وهو غير معلّب وهذا يعطي نفحة من الحرية وزخماً للإنتخابات النيابية.
فصل الإدارة عن السلطة
• هل نجحت التوجهات في الفصل بين السلطات والإدارة؟
في مسألة الإدارة، هناك قرار يجب أن يؤخذ من قبل كلّ المجتمع السياسي في لبنان وهو فصلها عن السلطات. لقد عملت خارج لبنان ورأيت عمل المؤسسات، لا يمكن خضوع الإدارة في أي دولة ديمقراطية الى قرارات سياسية.
لقد تحدّث الوزير أوغسبيان عن الباب الذي فُتح أمام من هم خارج إطار الادارة، ولكن هذا عمل استثنائي، أمّا العمل الطبيعي فيقضي بأن يكون هناك كوادر في الإدارة اللبنانية يُعطون حدّ أدنى من الحصانة حتى لا يكونوا تحت تأثير الضغوط السياسية، فإذا لم يكن هناك فصل للإدارة عن السلطة فلن يكون هناك إدارة لبنانية صحيحة فيها طاقات وكفاءات، وهذا الموضوع يجب أن يطرح على طاولة الحوار الوطني وهو بأهمية الاستراتيجية الدفاعية وقانون الانتخاب ...
المشكلة ليست في تركيبة الحكومة وشكلها، إنما في عدم قدرتنا على التوافق إن كنّا في الحكومة أو على طاولة الحوار. إذا كنا غير قادرين على التوصل لرؤية وطنية مشتركة ولتفاهم كامل حول المسائل الوطنية الأساسية والمصيرية فلن ننجح في حكم البلاد حكماً صحيحاً.
