The CIA's Truth Problem

The United States has been trying to run a secret intelligence service in an open democracy for sixty years. It depends on trust between politicians and spies, two professions known to wrestle with truth. Trust has been broken time and again.

House Speaker Nancy Pelosi’s recent charge that the CIA lied to her about the torture of suspected terrorists under President George W. Bush has started a whirlwind of spin. The big lie–President Bush said the United States didn’t torture, though we did–has been lost in the maelstrom. So has a harsh truth: yes, the CIA has stonewalled and deceived Congress in the past, but Congress is stone deaf and derelict in overseeing the CIA.

Pelosi’s old Congressional colleague Leon Panetta, who runs the CIA, wants to set things right. “There’s been a lot of poison in the well,” Panetta said on May 18, and “it hurts this country” when “Congress and the CIA don’t feel like they’re partners.” He said he would commune with his Congressional overseers, hash things out in private, talk with them “in a way in which we can be honest with one another.”

Like it or not, the United States needs trustworthy intelligence. But spying is a dirty and dangerous business. The CIA depends on officers who know how to lie, cheat and steal–”to use deception, to use manipulation, to use, frankly, dishonesty,” in the words of former CIA general counsel Jeffrey Smith. But when things go wrong overseas–as they often do–the CIA is called to account in Washington from time to time. That’s where things really go wrong.

The CIA is “an organization that thrives on deception,” says John Hamre, former deputy secretary of defense. “How do you manage an organization like that?” Congress hasn’t had the will or the wherewithal to do it....ever since the Siamese twins came to be one and the same.... CIA/MOSSAD.....and OSP/AMAN......

Congress created the CIA in 1947, and for a generation most of its members did as Senator John Stennis advised: “Make up your mind that you are going to have an intelligence agency and protect it as such, and shut your eyes some, and take what is coming.” Then a newly anointed president, Gerald Ford, let slip that the CIA had run lethal plots against foreign leaders, which would tarnish every president since Harry Truman....., CIA has an institutional joint venture with Syria's military intelligence goons for special operations and political assassinations through the infamous White House Murder INC, CIA used this Syrian conduit to bomb the PANAM 103 flight over Lockerbie and recently the string of assassinations in Lebanon and Syria, starting with the savage assassination of ex-minister Mr. Elie HOBEIKA and 3 of his companions on January 24th 2002......[ The threesome of assassins CIA/MOSSAD and Asef SHAWKAT...]

Ford looked back in some anguish on this; he had been a Congressman when called to serve on the Warren Commission, which looked into the assassination of President Kennedy. Late in life he reflected on the CIA’s keeping secrets from the commission–notably its plots against President Kennedy. It was “unconscionable” that the CIA was “not giving us the full story,” Ford said....

But when he was in the White House, Ford feared that the truth about the past would destroy the CIA and damage the United States. That same kind of fear is drowning out calls for a truth commission on the conduct of the “war on terror.”

“The question is how to plan to meet the investigation of the CIA,” Ford mused at a White House meeting in February 1975. His chief of staff, Donald Rumsfeld, called for “a damage-limiting operation” to save the secrets from spilling in Congress. The man Ford chose to run the CIA–George H.W. Bush–tried his best. But no one protected former CIA director Richard Helms. He drew a two-year suspended sentence in 1977 on a federal charge of deceiving Congress about his orders from President Nixon to overthrow the government of Chile.

Helms had an obligation to testify truthfully, but he thought he had a higher oath to keep secrets. America’s political history turned on which oath mattered more. For the past thirty years, Congress has fought for the right to oversee the CIA. It has failed to fulfill its responsibilities.

Before President Reagan took office, in 1981, Congress created intelligence oversight committees in the Senate and the House. Reagan’s CIA chief, William Casey, foiled them for six years. “Casey was guilty of contempt of Congress from the day he was sworn in,” said Robert Gates, Casey’s number-two man, now defense secretary. Casey obfuscated gleefully before the intelligence committees; his senior officers testified evasively. Among the consequences was the Iran/Contra affair, which blew up in late 1986. The spectacle of the United States caught shipping weapons to Iran, skimming the profits and slipping the money to anticommunists in Central America came close to wrecking Reagan’s presidency.

From 1986 to ‘94, the CIA sent ninety-five highly classified reports on Moscow’s military strength to the White House. Senior CIA officials knew some of the data were manipulated by Moscow and designed to deceive the United States. They decided it didn’t matter. The discovery of this deception in 1995 was “incredible” and “shocking,” said Fred Hitz, then the CIA’s inspector general. “What came out of this whole episode was a feeling that the agency couldn’t be trusted.” The CIA had broken “the sacred trust,” said Hitz, “and without that, no espionage agency can do its job.”

Starting in 1995, the CIA used the Peruvian air force to shoot down airplanes suspected of carrying cocaine. In April 2001, the operation attacked a plane carrying a family of Michigan missionaries over the Amazon. Veronica Bowers, 35, and her daughter, Charity, seven months old, were killed. CIA inspector general John Helgerson reported that CIA officers had violated presidential orders controlling the operation and hid their misdeeds from Congress, the Justice Department and the National Security Council.

Seven years after the shoot-down, Peter Hoekstra–the ranking Republican on the House Intelligence Committee, now running for governor of Michigan–published a few damning paragraphs from the report. He called it evidence that the CIA “operates outside the law and covers up what it does and lies to Congress.” That’s what Pelosi said about torture.

Now, on orders from President Obama to dismantle and defeat Al Qaeda, the CIA is killing suspected terrorists with remote-controlled missiles fired from drone aircraft above Pakistan and Afghanistan. The CIA decides if it has hit the right targets and whether civilian deaths are acceptable. Do we want to live in a world where the CIA’s clandestine service has the authority to decide who lives and who dies? The idea that the CIA may be killing civilians, sparking an ever wider war, is too hot for Congress to handle.

Oversight is a word with two meanings–to oversee and to oversleep. So is mislead. It means to lie, and it means a lack of leadership. Congress has a responsibility to oversee the CIA that remains largely unfulfilled. It has to ask the right questions, demand full answers and report the facts annually to the American people.

Will the CIA tell Congress the truth? Would Congress listen if it did? If trust remains broken, intelligence will fail again. And when intelligence fails, soldiers and civilians die.

Killing of CIA clandestine service agent came a few days after Bush White House exposed another covert CIA agent....

On June 1, CIA director Leon Panetta, for the first time, acknowledged that State Department employee Gregg Wenzel, who died in Addis Ababa, Ethiopia after a "drunken driver" hit his car and sped away, was an officer of the Clandestine Services division of the CIA. The State Department job was Wenzel's "official cover" to operate in Ethiopia for the agency....

Wenzel, 33 and a New York lawyer who also previously lived in Miami, joined the CIA in 2000. The driver who slammed into Wenzel's vehicle remains a fugitive.

WMR has previously reported that after former U.S. ambassador Joe Wilson's article on not finding yellow cake uranium links between Niger and Iraq appeared in The New York Times on July 3, which instigated a leak from the Bush White House about Wilson's wife, Valerie Plame Wilson, being a CIA agent, at least one clandestine services CIA officer was killed as a result of the leak. WMR learned that officer was assigned to monitor Iran's nuclear development program. It would now appear that given the time line, a mere six days after Wilson's op-ed column appeared in the Times,that Wenzel, assigned to the capital where every member of the African Union, including Niger and the three other uranium-producing countries in Africa -- Gabon, Democratic Republic of the Congo, and Namibia -- maintain delegations, may have also been a victim of the leak of Plame's name and identity.

Addis Ababa is also a major CIA post from which intelligence is collected from military and intelligence officers assigned to the African Union and associated military training activities, some of which are run by the Pentagon.

The CIA's "Damage Assessment Report" on impact of the disclosure of Plame's identity had on the agency and her own Counter-Proliferation Division within the CIA remains highly classified. Special prosecutor Patrick Fitzgerald, who WMR has cited as a master cover-up artist who suppressed critical evidence in the 1993 World Trade Center bombing in New York failed to indict anyone in the Bush White House for violating the Intelligence Identities Protection Act, which is geared against those who expose covert CIA agents.

WMR has reported that after Plame's identity and that of her Brewster Jennings & Associates front company was exposed by Vice President Dick Cheney's chief of staff Scooter Libby, President Bush's top aide Karl Rove, and others in the White House to selected media outlets in Washington, including columnist Robert Novak, intelligence agencies around the world began investigating who had contact with Plame and her associates in various venue around the globe. Within hours of the leak, WMR was told that CIA informants and agents were picked up around the world, from Pyongyang to Iran and Pakistan and either tortured or executed or both.

Gregg Wenzel, who is the 89th star on the CIA's Memorial Wall, may have been one more victim of the treasonous leak by Bush and Cheney and their senior staff as a political payback aimed at Joe and Valerie Wilson.

It is also important to note that President Obama has retained Fitzgerald as the U.S. Attorney for Northern Illinois.

Super-secret clandestine organization remains as elusive as ever

A super-secret entity, known as ISTO, or International Strategic and Tactical Organization, which this editor previously reported was involved in coups and assassinations primarily in Africa, including the April 6, 1994 double assassinations of the Presidents of Rwanda and Burundi, remains as secretive and elusive as ever. However, WMR has been informed by a well-placed source that ISTO has been active as late as 2006.

After French Judge Jean-Louis Bruguiere named a number of Rwandan government officials as behind the 1994 missile attack on the Rwandan presidential aircraft that resulted in the deaths of Rwandan President Juvenal Habyarimana and Burundian President Cyprien Ntaryamira, ISTO, which reportedly consists of U.S. defense contractors, oil company executives, and wealthy Republicans, began a campaign via the Belgian media to spread the disinformation that it was France that brought down the aircraft of its ally, Habyarimana, and three French military officers said to have shot down the plane -- Cyrille Lafortune, Michel Billet et Raymond Meghuira -- were supplied to the Rwandan embassy in Canada. French investigators originally tracked down an ISTO operation in Canada. There is also a strong indication that ISTO elements were represented in Rosslyn, Virginia, the home to a number of defense and intelligence contractors.

The three French officers identified by ISTO's interlocutors in Belgium turned out to be bogus. Neither the French St. Cyr military academy nor INTERPOL and the French Judicial Police had any record of the individuals identified.

There are strong indications that ISTO operates as a front for the CIA.

The CIA's use of Canadian front operations to carry out some of its "wet affairs" is not new. The CIA's use of a Canadian firm that interacted with then-Zimbabwean opposition leader Morgan Tsvangirai is well documented. After Tsvangirai became Prime Minister after a lengthy political stalemate with President Robert Mugabe, Tsvangirai's vehicle was struck on March 6 by a truck bearing U.S. embassy license plates. Tsvangirai's wife, Susan, was killed and Tsvangirai was injured. The truck that killed Susan Tsvangirai and almost killed Zimbabwe's new Prime Minister was owned by John Snow International, and contracted to the U.S. Agency for International Development (USAID), a long-time cipher for CIA clandestine activities in Africa and elsewhere. However, three days after the crash, John Snow International sent out a confidential memo that stated that on the day of the crash with Tsvangirai's car, the driver was not a JSI [John Snow International] driver on that particular day.

John Snow International, named after a 19th century physician who worked on cleaning up drinking water supplies to prevent epidemic outbreaks, manages public health projects in over 38 countries

The JSI memo stated: "'As you may have heard, there was a tragic car accident on Friday (March 6) in Zimbabwe in which the Prime Minister Morgan Tsvangirai was injured and his wife was killed. The vehicle involved in this accident was registered to USAID/Deliver (a JSI Project) although not driven by a JSI driver, as far as we know. At this point, further details about the accident are unknown. Understandably, this tragedy has generated a lot of media interest. If you receive any inquiries from the media, we ask that you please direct them to Penelope Riseborough, WEI/JSI Director of Communication in Boston."

After the crash, newspaper articles began to appear suggesting that Mugabe's loyalists had something to do with the crash. It was the same modus operandi used by ISTO in the case of the aerial assassination of the Rwandan and Burundian presidents. Independent Member of Parliament Jonathan Moyo demanded a full inquiry into USAID's activities in Zimbabwe. WMR has recently learned of a strong link between a top former USAID official and ISTO's highly-covert operations.

In October 2004, Tsvangirai was accused by Mugabe's government of involvement in a plot to assassinate Mugabe. Tsvangirai's comments, allegedly implicating him in the plot, were secretly tape recorded at a meeting in Canada between Tsvangirai and officials of the political lobbying firm Dickens & Madsen, which was representing Tsvangirai's political party, Movement for Democratic Change (MDC), in North America. The firm also had long-standing links to the Mugabe regime.

The alleged tape recording had been made by Israeli expatriate author and Dickens & Madsen employee Ari Ben-Mensahe, who claims to have once worked for Mossad and who was born in Tehran before emigrating to Israel. A dubiously edited copy of the tape was later aired on the Australian SBS television network and resulted in Tsvangirai's trial in Zimbabwe on treason charges. Newsweek magazine and reporter Seymour Hersh, who previously used Ben-Menashe as a source, have called him a fabricator.

Whatever Tsvangirai knew about covert Western intelligence support for his party and presidential candidacy may have later earned him a death sentence by parties associated with ISTO.

The mysterious relationship between General Musharraf and the CIA began in the 60s at SSG – the special service group (commando unit at Cherat in NWFP). Mush stayed there for seven years – an unusually long period. Mush was recruited in by the CIA 1966. Mush stayed at SSG up to 1973. And then Mossad came in the picture when Musharraf went to Turkey for training.....

However, how does it connect to Musharraf and him being the agent of foreign intelligence agencies long before he even thought that he would be the Commander in Chief? Here are some tips for thoughtful, resourceful and brave researchers to find the truth about the real Musharraf and bring him to justice for treason and betrayal under his own Army Act:

- Question: Why was Musharraf fired in Oct. 1999?

- Tip –1 : Musharraf’s illegal foreign contacts are not so hidden either . Some were revealed, but no one will talk. They became state secrets. See the case of Javed Hashmi, for example.

- Tip – 2: In the 80s, there was a Journalist John Doe and his wife Agent Jane Doe, in Rawalpindi.
John Doe was divorcing his wife. It was in court. Musharraf was the representative of the lady Jane Doe in the court. Divorce happened but Mush made sure that John Doe did not open his mouth about the real reason behind the divorce in Public Court.

The real reason behind the journalist John Doe divorcing his wife was that she was an agent of a foreign intelligence agency. As John Doe discovered it, he no longer wanted to continue the marriage. Interestingly, journalist John Doe’s wife was a very close relative of Musharraf.

- Tip – 3: This is authentic story. But to find out about the journalist John Doe and his wife Jane Doe in detail, one has to check the family court record in Rawalpindi. During the divorce proceedings Musharraf was the representative of the lady Jane Doe.

It shows that as an Army officer, Pervez Musharraf covered the connection of a lady to a foreign intelligence agency. Normally one is supposed to tell the authorities. That gives credence to the well founded allegations that he also had, and still has, foreign handlers.

How is it connected to 9/11? When I was doing my research into the ISI connection to 9/11, I gave General Musharraf a huge benefit of the doubt in the book, From BCCI to ISI: The Saga of Entrapment Continues. However, the deeper one goes, the more he realizes that it is almost impossible that ISI would be using its human assets; its human assets will be linked to the CIA, M16 and others; the human assets will be meeting Osama and the foreign agencies at the same time; the Chief of the ISI will also be meeting his human assets as well as the high level officials in the US around the same time and also wiring money ($100,000) to the lead “hijacker” in the Operation 9/11.

Gen. Mahmoud Ahmad was never questioned by 911 commission, is a Tableeghi Jamaat member with a long beard now. He maintains a house at Mai de Khoi, Faisalabad and one in Islamabad. He was chairman of a government entity like fertilizer corporation. Musharraf was never asked as to why he said,” Daniel Pearl got over intrusive……”. Why Omar Sheikh was never produced in an open court? And why Benazir talks of Omar Shiekh as the murderer of Osama with David Frost on November 2,2007?

Musharraf was the Director Military Intelligence when the CIA supported the creation of the Taliban/Al-Qaeda in Afghanistan. Brig. Gen. Ejaz Shah was the handler of Omar Sheikh per Benazir. This shows Musharraf was very much part of 911 and cover up (of it being inside job with Dick Cheney at Command.

Musharraf’s connections to foreign intelligence agencies since the early period of his carrier suggests that he is not out of the loop when it comes to operation 9/11. He is one of the main culprits. If any other individual had sent even a dime to Atta, he might have died of waterboarding and other torture techniques by now. However, General Mohamoud is a free main in Pakistan. So despite deep connections to the alleged hijackers to the ISI, nothing happens to the Pakistani Generals or Pakistan as such. To the contrary, remember how former CIA director James Woolsey tried to prove Atta met Iraq security officials, but could not. That was the time when they were looking for justifications for the war of aggression on Iraq.

Eqbal Ahmad in 1998 said that Osama was just the excuse to go into the Oil lands……Iraq, Afghanistan, Iran, Pakistan. And his observation seems true. The warlords needed time. They needed moles at the highest positions, such as the Chief of Pakistan armed forces. Musharraf had to kill the Chief of Air staff Mushaf Ali Mir because he won’t agree with Musharraf’s policy and planning(Mushaf was a patriot). He had to depart. Mushaf died in a plane crash in clear weather in the most safest plane, along with his wife and closest confidants. Controversial author Gerald Posner implies that all of these events are linked together and the deaths are not accidental, but have occurred because of the testimony of captured al-Qaeda leader Abu Zubaida in March 2002 (see Early April 2002). The deaths all occurred not long after the respective governments were told of Zubaida’s confessions. This simply confirms foreign hand in Mushaf’s murder.

Benazir did not agree to Musharraf policies. Note that Musharraf says that she was “very unpopular in the Army“. Musharraf thinks he alone is the Army. Benazir would not budge on his uniform issue. She had to go.

Musharraf has violated his Oath five times. It is up to the Patriotic Army men to understand the situation and use the Army Act on Musharraf to protect Pakistan from internal aggression.

It is alleged Busharaf as Brigadier in the late 1980’s, and later as Major-general organized Arab Wahabi with Pashtun Sunni Jehadis, to wage war against Pakistanis who were Shia in the NWFP and the Northern territories. And that that policy has continued since then into 2009, at a much reduced level through the Pakistan military controlled Taliban. Creating a civil war scenario like Iraq, besides the human cost against fellow Pakistanis.

Busharf along with three other generals planned the Kargil war, in order to undermine the Sharif government, which was seeking comprehensive peace with India, which in turn had it been realized would have strengthened the position of the Sharif government and increased its international stature. The war with India besides being illegal by the standards of International law, was poorly planned and carried out, without the slightest intention of winning; no regular heavy units were committed to that campaign, but instead poorly armed and trained irregulars, NLI and a few SSG. Busharaf and his pals casually strolled into war against a nuclear foe, and reportedly playing golf at the height of the brief war. Besides the loss of prestige for the military, and the nation, about 4,000 men died on Pakistan’s side.

Finally of course Busharafs participation in the “al-Qaeda” GWOT myth, and the handing over of 650 innocent mostly Afghans with Pakistanis, to legitimate and reinforce the JEWUSA lie.

There are no crimes greater that even comes close to what Busharf has done against Pakistan. That he is being slowly groomed to retake power by his American backers, and he conspires thus extensively for his American masters in Pakistan is an absolute outrage.

BUT Busharaf is one man, and one thinks there are other foreign backed agents in the Pakistan military……it could be Kiyani, or more likely Suja Pasha, head of the ISI.

We see what happened to Iraq when the Americans bought the entire intelligence, and military of Saddam, before they invaded the country and “liberated” it. 1.2 million Iraqis dead; 4.5 million internal and external refugees; the country ethnically cleansed into three separate parts, with three different administrations; the levels of physical destruction to the country, and the JEWUSA is not done yet…..they are going to be there for another few decades.

A lot of Pakistan’s problems could be solved if the Pakistan military is sorted out, and the American’s distanced from interfering with Pakistani affairs.

If not, then its the legacy of Mir Jafar again………and an unfolding tragedy for generations to come. For Pakistanis there are ample historical warnings of such things.

Pakistanis must not be shy in seeking out the Mir Jafars amongst them.

In 1988, the FBI's Robert Mueller (above) supervised the Lockerbie Bombing investigation.

In the Lockerbie Bombing (PanAm 103) case, it appears that the CIA and its friends arranged to have a 'timer' stolen from the Swiss firm of MEBO.

It appears that the security services then pretended that this 'timer' was the one used in the Lockerbie Bombing.

The Herald letters column, 23 August 2008, has a letter about the PanAm 103 - Lockerbie Bombing entitled High Court decision rapid and welcome

Timer device

Two years after the Lockerbie bomb, investigators allegedly found a fragment of a timer device.

It has been alleged that the evidence concerning the timer fragment was fabricated by the CIA and its friends in order to implicate Libya in the bombing.

On 19 February 2006, The Mail on Sunday reported that new forensic tests have been carried out by the lawyers representing Al Megrahi, the Libyan jailed in connection with the Lockerbie bombing.

Defence experts simulated the Lockerbie explosion. The results showed that the device which detonated the bomb could not have survived the explosion.

According to The Mail on Sunday: "Sources close to Megrahi's lawyers said the new tests pointed to the evidence having been planted at the scene of the crash...

"The source added that Megrahi's legal team claimed they had obtained 'clear proof' that investigators had 'planted and manipulated' evidence...

"He said... if there is any justice in Scotland... certain Scottish police officers will be jailed for their part in the proceedings...

"Megrahi's lawyers already have a sworn statement from a retired Scottish police officer confirming that evidence had been planted to secure the Libyan's conviction.

"A similar claim was made by a former CIA agent...

"The ex-CIA man (claimed) that the fragment of circuit board had been planted under orders from a very high level in the organisation...

"The fragment was found by two policeman during a search of a wood near Newcastleton, 35 miles from Lockerbie.

'The Golfer' is the former Scottish police chief who has given lawyers a signed statement claiming that key evidence in the Lockerbie bombing trial was fabricated. Two state prosecutors from the US Department of Justice played an important role in the Lockerbie trial. The United Nations observer at the Lockerbie trial, Dr Hans Kochler, reported that two state prosecutors from the US Department of Justice were in court, and, although not listed in any of the official documents about the Court's officers, they were constantly briefing Scottish prosecutors. Lord Fraser was the lord advocate (1989-92) who initiated the case against Megrahi. On 20 December 2006 Lord Fraser was detained by police after they were called to Dundee Airport following reports of a disturbance on board an aircraft. Lord Fraser was charged with disorderly conduct. It was announced on 2 February 2007 that the Crown Office had dropped these charges due to insufficient evidence that an offence had been committed.

Lord Hardie, as Lord Advocate 1997-2000, was due to lead the prosecution team in the Lockerbie trial. Lord Hardie resigned just before the Lockerbie trial began. There were rumours that there was a lack of evidence to convict the Libyans.

Colin Boyd was Lord Hardie's successor as Lord Advocate. He became Lord Boyd of Duncansby.

Norman McFadyen, then regional procurator-fiscal for Edinburgh, headed the Crown Office trial team at Camp Zeist in the Netherlands. He got promoted to Crown Agent, head of department for the Crown Office and Procurator Fiscal Service.

Alan Turnbull, QC, was one of the two senior counsel leading the Crown team in the Lockerbie trial. In 2006, he became Scotland's youngest judge at the age of 47.

Advocate-depute Alastair Campbell, QC, was senior prosecution counsel in the Lockerbie trial. In 2003, he was appointed a judge and became Lord Bracadale.

Bill Taylor, QC, was defence counsel for Megrahi at Camp Zeist. He has been heavily criticised for failing to defend Megrahi successfully. ( We have removed an error here pointed out to us by The Lockerbie Case )

Alistair Duff was the defence lawyer for Megrahi.

Professor Hans Koechler, the United Nations' observer at the Lockerbie trial and appeal, has accused Mr Taylor and Mr Duff of betraying Megrahi by failing to represent him properly.

Eddie MacKechnie was solicitor to Fhimah who was acquitted.

Tony Gauci was the key crown witness and owner of the Maltese shop where Megrahi was said to have bought the clothing reportedly placed around the bomb.

At the trial, Tony Gauci was uncertain about the date he sold the clothes in question, and was not sure that it was Megrahi to whom they were sold.

Gauci gave two earlier statements in which he identified convicted Egyptian terrorist Abu Talb as the person who bought clothing.

Gauci gave earlier statements saying he did not sell a shirt to the man but six months later remembered selling shirts and the man. Two of Gauci's statements are missing.

A babygro said to have been wrapped around the bomb and shown to the court blown to pieces was recovered intact, according to a statement from the woman who found it.

Five years after the trial, Lord Fraser allegedly described Gauci as a “simple” man who might have been “easily led”. Lord Fraser was the lord advocate (1989-92) who initiated the case against Megrahi.

The Strathclyde police reportedly arranged for Gauci to go fishing, hillwalking and birdwatching in the Scottish Highlands. The Mail on Sunday newspaper said Gauci had been recorded on tape talking about five or six visits he had made to Scotland since 1988. J Thomas Thurman was the FBI man who identified a fragment of a circuit board from a timing device which, he said, was from the Lockerbie bomb. Thurman was later removed from his FBI job after a US Department of Justice investigation concluded his FBI forensics lab had a record of fabricating evidence.

Edwin Bollier is head of the Swiss-based Mebo group which was supposed to have sold the timing device reportedly used in the Lockerbie bomb. Bollier claims that one of his employees supplied the Scottish police with a stolen timing device, which was then presented in the trial as having been found amidst the plane's wreckage.

The other two judges were Lord Coulsfield and Lord MacLean.

Lord Cullen was head of the five-judge panel which presided over the appeal of Megrahi at Camp Zeist in 2002. The other four judges were: Lord Kirkwood, Lord Osborne, Lord Macfadyen, and Lord Nimmo Smith.

Harman is actually heard on tape also discussing with the Israeli agents the role of Rahm Emanuel, current White House Chief of Staff, and former head of the North American Israeli Mossad, the need to obstruct justice in the noted Franklin Weissman Israeli espionage case and how Rahm could work his sources on Capital Hill to guarantee Harman receiving the position as Chairman of the House Intelligence Committee.

We can also divulge that the new Federal Grand Jury investigating Israeli espionage and 9/11 complicity is considering indictments against former Bush Administration officials, former CIA Chief and NSA spymaster Michael Hayden, former Attorney General Alberto Gonzalez, and National Security Chieftain John Negroponte for obstruction of justice.

As it turns out, in 1983, the Reagan administration was not only violating the 1972 Biological Weapons Treaty but was planning to target the Soviet Union with newly-developed biological agents.

(3280 Ponce de Leon Blvd., Coral Gables, Florida), as a joint CIA and Defense Advanced Research Projects Agency (DARPA) weapons research and development firm on the Cabazon Indian reservation in California, from Cabazon Arms President John P. Nichols to Dr. Harry Fair of Tactical Technologies, located at 1400 Wilson Boulevard, Room 1014, Arlington (Rosslyn), Virginia, states: "On February 15, 1983, I will be forwarding to you a unique lost of agents and production techniques related to biological warfare. The Stormont Laboratories, Inc., business plan I mailed you was to prepare you for what we are sending you in this area. Their products could be utilized in small countries bordering Albania or large countries bordering the Soviet Union. You will be amazed at the scope." Just down the street from Tactical Technolgies was 1911 North Fort Myer Drive, the location of the offices of CIA covert operatives Edwin Wilson, Thomas Clines, Ted Shackley, Rafael "Chi Chi" Quintero and the center for the shipment of arms to Iran on the ill-fated SS Poet and other illegal arms shipments. Just up Wilson Boulevard from Tactical Technologies was Battelle Memorial Institute, implicated in the anthrax weaponry development.

Tactical Technologies, involved with Hadron and Cabazon, and a CIA front was headquartered at 1400 Wilson Boulevard in Rosslyn.

A stone's throw from Tactical Technologies was 1911 North Fort Myer Drive, the brown building in the center and the headquarters of CIA fronts involving Ted Shackley, Thomas Clines, Edwin Wilson, and the shipping agent for the ill-fated SS Poet.

In a May 25, 1981, Wackenhut Inter-Office memo, Fair is named as "Dr. Harry D. Fair, Chief, Propulsion Technology, Applied Science Division" of the U.S. Army's Picatinny Arsenal in Dover, New Jersey. The same memo states that the Santa Rosa Indians pledged to the Cabazons that their land could be used for the testing of a "rail gun."

It is unclear what Nichols meant by using biological warfare agents in small countries bordering Albania, then a Chinese ally, and large countries bordering the Soviet Union, which included China. However, the possibility that the CIA and its contractors were contemplating a "false flag" biological attack on Albania from non-aligned Yugoslavia that may have been blamed on Moscow and a "false flag" retaliatory biological attack from China on the Soviet Union cannot be ruled out. A Soviet-Chinese war in the early 1980s would have advanced the proto-neoconservative political agenda of extreme anti-Communists in the Reagan administration like Richard Perle and Paul Wolfowitz, individuals who would later play a key part in the bogus intelligence that saw the George W. Bush administration invade and occupy Iraq.

On September 10, 1981, the Riverside, California Police Department noted a major meeting at the Cabazon Indian Reservation that was attended by Earl Brian, identified as a "Wisconsin businessman and CIA employee."

Brian, who was reportedly involved in working for William Casey and George H. W. Bush to pay off Iranian mullahs to arrange for the Iranians to hold the U.S. hostages until after the 1980 presidential election, a criminal conspiracy known as the "October Surprise," was the CIA's point man on developing biological weapons. Brian headed up two companies involved with bio-war research and development for Langley, Biotech Capital Corporation and Hadron. Brian was also involved in selling pirated copies of Inslaw, Inc.'s Prosecutors Management Information System (PROMIS) to foreign clients to fund bio-war weapons research and development on the Cabazon Indian reservation.

Brian was also the president of Xonics, Inc., a CIA and Pentagon contractor based in Los Angeles that was involved in radar and telecommunications systems. Hadron was originally incorporated in 1964 as Bio-Rad. The assets of the failed Xonics and Bio-Rad were combined to form Hadron, which ultimately became Analex Corporation. Analex North America was sold in 2007 to QinetiQ in a deal that involved The Carlyle Group, in which George H. W. Bush had a financial stake.

The correspondence between Nichols and Fair also mentioned Stormont Laboratories, founded by Dr. Clyde Stormont in Woodland, California. Stormont, a native of Wisconsin, was a noted professor of professor of genetics and serology. Stormont, a speciaist on equine blood typing, died on September 10, 2002.

Cabazon and associated firm principal directors also discussed in 1988 the development of biological warfare weapons, including those involving cancer and immuno-deficiency and specifically a patent involving cytotoxic T-Lymphocytes, with the Japanese. The primary Japanese entity involved in signing the agreement with the Cabazon interlocking entities on September 14, 1988,was Ajinomoto Co., Inc. of 1-5-8 Kyobashi, Chuo-ku, Tokyo and an "internationally-recognied Medical School in Japan" that received a CIA grant laundered through the Cabazon entity and the American side of the agreement included Meridian International Logistics, Inc. (MIL), a reputed CIA front and CIA and Pentagon liaison to Cabazon Arms, with offices at 15270 Sutton Street, Suite 101, Sherman Oaks, California and 1666 San Onofre Drive, Pacific Palisades, California, and the U.S. Embassy in Tokyo. MIL had an arms subsidiary, Meridian Arms Corporation (MAC), which dealt directly with Cabazon Arms and Wackenhut.

An undated U.S. government document, classified as "National Security Information: Unauthorized disclosure subject to criminal sanctions," attached to the January 20, 1983 letter from Cabazon Arms' Nichols to Fair, states in a paragraph titled "Possible Military Applications Utilizing Hybridoma Technology" and a sub-paragraph titled "Biological warfare," that states "the gene-splicing technology provides the ability to produce pathogenic (harmful) agents (i.e., viruses). In fact, biological warfare weaponry of this nature (both production and supply) is limited only by the imagination of the scientist."

In addition, the letter states that the Cabazon reservation was being used to develop a small machine gun that could be fitted with silencers. The letter states that Peter Zokosky, who was the owner of an arms manufacturer called Armtec Manufacturing and whose wife was mayor of Indio, had the British interested in the machine gun project. In addition, South Korean ammunition makers were involved, along with Swedish arms manufacturers. Chile and Guatemala were mentioned as possible locations for the manufacture of the weapon, called the Cabazon Arms CA 9 SMG. Other markets for Cabazon Arms mentioned in a September 1, 1981, Cabazon letter, were Bolivia, Peru, Colombia, Venezuela, and El Salvador. Guatemala and El Salvador are described as the "most sensitive." A March 23, 1982, Cabazon Arms letter also stats that potential markets for the firm's ammunition included Argentina, Taiwan, and Turkey. Cabazon Arms also exported night vision goggles to Guatemala and Jordan.

The mention of Chile and Guatemala is significant. On February 4, 2008, WMR reported: "A stringer for the Financial Times, Anson Ng, who was following a CIA-connected money trail connecting the weapons smugglers to Bank of Credit and Commerce International (BCCI) money tranches, including one that led through the Cabazon Indian Reservation in California, was shot and killed in Guatemala City.

On November 27, 1992, a number of dramatic revelations were made in a debate in the British House of Commons, chief among them that a British journalist [Jonathan Moyle] investigating [Chilean arms manufacturer Carlos] Cardoen, Matrix Churchill, and the weapons smuggling ring was murdered in Chile:

The following comments were made by then-MP Ken Livingstone, [later] Mayor of London: 'I must emphasise that we are still talking about allegations that Mark Thatcher [son of Prime Minister Margaret Thatcher] was trading arms to Iraq and that he was trying to sell South African arms to Saudi Arabia. However, if there is any shred of truth in the charges, are we to believe that MI5 and MI6 did not warn the Prime Minister of the day about the activities in which her son was involved? Surely the director of MI5 or MI6 must have thought that it was important, if any information of that kind came to light, to warn the Prime Minister immediately that her son was engaged in activities that were illegal in British law and contravened United Nations resolutions. Of course, the director of MI5 or MI6 would have done that.

I shall examine the position of Dr. Carlos Cardoen a little more. He is a major and powerful figure in Chile. According to Mr. Ari Ben-Menashe, Dr. Cardoen is a business associate of Mark Thatcher. A British journalist who went to investigate Dr. Cardoen has been murdered. That is a particularly unpleasant twist to the story . . .'"

The Cabazon Arms letter to Fair also stated that Kuwait was interested in "financing the production of the CA 9 SMG."

Hadron eventually morphed into Analex. On April 8, 2002, this editor wrote an article for CounterPunch on the Analex connection to the anthrax attacks in 2001: "On April 4, ABC News investigative reporter Brian Ross broadcast on ABC World News Tonight that after six months the FBI still had hardly any clues and no suspects in its anthrax investigation. A Soviet defector, the former First Deputy Director of Biopreparat from 1988 to 1992 and anthrax expert, Ken Alibek (formerly Kanatjan Alibekov), now a U.S. government consultant, made the astounding claim that the person who is behind the anthrax attacks may, in fact, been advising the U.S. government. After having passed a lie detector test, Alibek was cleared of any suspicion.

Interestingly, Alibek is President of Hadron Advanced Biosystems. On October 2, 2001, just two days before the first anthrax case was reported in Boca Raton, Florida and a week and a half before the first anthrax was sent through the mail to NBC News in New York, Advanced Biosystems received an $800,000 grant from NIH [National Institutes of Health] to focus on very specific defenses against anthrax. Hadron has long been linked with the CIA. The links resulted in charges by many former government officials, including the late former Attorney General Elliot Richardson, that the company's former President, Earl Brian, illegally procured a database system called PROMIS (Prosecutors' Management Information System) from Inslaw, Inc. and used his connections to the CIA and Israeli intelligence to illegally distribute the software to various foreign governments."

Also from the CounterPunch article was the following: "William Capers Patrick III was part of the original Fort Detrick anthrax development program, which "officially" ended in 1972 when President Nixon signed, along with the Soviet Union and United Kingdom, the Biological Weapons Convention. Nixon had actually ordered the Pentagon to stop producing biological weapons in 1969. It now seems likely that the U.S. military and intelligence community failed to follow Nixon's orders and, in fact, have consistently violated a lawful treaty signed by the United States . . .Last December, the New York Timesclaimed Patrick authored a secret paper on the effects of sending anthrax through the mail, a report he denies. However, Patrick told the BBC that he was surprised that as an expert on anthrax (he was a member of the UN biological warfare inspection team in the 1990s), the FBI did not interview him right after the first anthrax attacks. The BBC reported that Battelle Memorial Institute (a favorite Pentagon and CIA contractor and for whom Alibek served as biological warfare program manager in 1998) conducted a secret biological warfare test in the Nevada desert using genetically-modified anthrax early last September, right before the terrorist attacks. The BBC reported that Patrick's paper on sending anthrax through the mail was also part of the classified contractor work on the deadly bacterial agent."

On July 30, 2002, this editor filed the following story with Intelligence Online of Paris: The report shows that there was in the months before the anthrax attacks a significant southern California link to biological warfare:

"On March 8, 2001, police in Irvine, California discovered automatic weapons, explosives, and six plastic cylinders containing chemicals beneath the home of Dr. Larry Ford, who had committed suicide on March 2, three days after his Biofem Pharmaceutical, Inc. business partner, James Patrick Riley, was shot by a masked gunman outside the company's headquarters. An associate of Ford was later convicted of the murder. Ford, a devout Mormon who was rumored to have worked at Fort Detrick and the CIA, established a close relationship with South Africa's top secret bio-warfare program, Project COAST. In 1987, Ford, while a professor of gynecology and obstetrics at UCLA, became friendly with Dr. Niels Knobel, a major player in COAST. Ford became a consultant to the South African biowar program and became acquainted with Dr. Wouter Basson, known as "Dr. Death," the head of South Africa's bio-warfare program.

U.S. government investigators are now looking into a link between Basson, Ford, and possibly others involved with anthrax at Fort Detrick, Dugway Proving Ground in Utah, the Plum Island Animal Disease Center in Long Island, New York; and at South Africa's former biowar center at Fort Klapperkop in Pretoria [now Tshwane]."

Other documentation obtained by WMR shows that Cabazon Indian Security, the joint venture with Wackehut, discussed the purchase of Valleyfield Chemical Products Corporation of Valleyfield, Canada, after its owner, Canadian engineer Gerald Bull, was jailed in the United States for the illegal export of weapons to South Africa. Bull had not only worked for the South Africans but also the CIA, Israel, and was later involved in the building of a "super gun" for Saddam Hussein in Iraq. There is a belief that the 1981 testing that was to take place on the Santa Rosa Indian reservation involved Bull's rail gun or "super gun." Bull was assassinated by the Mossad on March 22, 1990 in Brussels. One of the Mossad assassins was reported recently to have been involved in the "hit" on CIA Patriot missile technology transfer expert U.S. Army Lieutenant Colonel William Bennett, who was bludgeoned to death on March 22, 2009, while walking with his wife on an early Sunday morning in Landsdowne, Virginia. Bennett was specifically investigating the illegal theft of Patriot technology by Israel and its sale to Russia and China.

The May 31, 1981, Wackenhut memo states that "Barry Zuckerman and Charles F. Agar, both Canadian citizens, who are involved with a Canadian firm called Mineral Resources International Ltd., as well as both being involved with Canadian financial institutions . . . are interested in the possibility of acquiring this plant [Valleyfield Chemical]. The memo noted that the Wackenhut-Cabazon joint venture would be the foreign marketing representative for the chemical plant after its purchase and that Mineral Resources International already had a joint venture with the Cabazons to explore for oil and gas on the California reservation. The offices of California's U.S. Senators Alan Cranston and S. I. Hayakawa were involved in the agreement between the Cabazons and Canadians.

Cabazon Arms was also linked to First Intercontinental Development Corporation (FIDCO) of 908 15th Street, Suite 6, Santa Monica, California. FIDCO was reportedly a CIA front headed by George K. Pender, that was in charge of a $3 billion fund to reconstruct Lebanon after the 1982 Israeli invasion of the country. FIDCO had direct connections to Lebanese President Amin Gemayel, the influential Chamoun Christian Maronite political family, the Arab Bank in Amman, and the Reagan White House's Michael McManus, Jr., an Assistant to the President. Another CIA front involved with Cabazon was Intersect Corporation, headed by John Vanderwerker, with offices at 18952 MacArthur Boulevard, Irvine, California. FIDCO and Intersect Corporation, as CIA fronts, regularly transferred millions of dollars to finance the CIA's arms and plane sales businesses. Two banks identified in these transactions are Union Bank of Switzerland (UBS) and Credit Suisse in Zurich and Geneva. One of the Credit Suisse-Geneva account numbers used by the CIA entities between 1981 and 1983 for these transactions was 027465905482-1.

Intersect Corporation also had a Washington presence. The Washington Post Style section ran a story on January 27, 1980, about an "old hen" social party at the Smithsonian. Among those quoted in the article was an attendee at the social event, John Elliott of Fairfax, and who was cited as working for the "Intersect Corporation" which "does security work for the government."

Intersect and a Glenn Shockley, a principal of both FIDCO and Meridian International Logistics, were involved with a Spring 1981 aircraft transaction worth $7,800,000, with Parvis Lavi of Omega Industries of Plainview, Long Island. The date is significant because of the Reagan campaign's 1980 October Surprise involving the supply pre-election and post-election of military supplies to Iran in return for Iran holding U.S. embassy hostages in Iran until after the November presidential election to ensure President Jimmy Carter's defeat by Reagan. In 1998, Lavi was charged with illegally selling F-14 spare engine parts to Iran. Lavi also had offices in Los Angeles and Rotterdam. Lavi's brother, Houshang Lavi, was involved in a Carter administration deal in October 1980 to sell up to $10 million in F-14 spare parts to Iran in exchange for the hostage's release. However, key parts of the CIA were working with the Reagan campaign to ensure that there was no pre-election hostage release that could benefit Carter's re-election campaign. In 1983, a Swiss company, Alcari SA, sued Omega Industries for failure to pay Alcari $1.2 million in a deal to sell Iran military supplied in 1981, the same time that the Cabazon-connected CIA entities were involved in money transfers worth over $7 million that involved Omega Industries.

FIDCO, a Delaware corporation organized in 1974, brought a complaint on October 28, 1981, in the U.S. District Court of Appeals in Washington, DC against Ship's Overseas Services, Inc. (SOS), a firm organized in 1972. The complaint dealt with the 1975 shipment of steel pipe from Spain for an oil company in Libya. SOS contracted pipe from Gulf Consolidated International, Inc. in Houston and turned a profit with the Libyans, from which FIDCO demanded a share. The case appeared to be a normal business dispute, except for the fact that appearing as a pro se intervenor before the court was none other than Michael A. McManus, Jr., the Special Assistant to President Reagan. However, the court ultimately found in favor of SOS.

In 1988, the chairman of the Hosue Judiciary Committee's Criminal Justice Subcommittee conducted an investigation of the Reagan campaign's October Surprise conspiracy with Iran. However, as WMR has previusly reported, Conyers has been staffed with individuals over the years who are connected not only to the CIA and CIA front operations in Washington, DC, but American Israel Public Affairs Committee (AIPAC) operatives. The Conyers investigation of the October Surprise went nowhere.

In addition to journalists Moyle and Ng, there would be one more journalist who would be murdered because of his investigation of the arms smuggling and other illegal activities partly based on the Cabazon Indian reservation. Freelance Washington journalist Danny Casolaro was found with his wrists slashed a dozen times in a bathtub at the Sheraton Hotel in Martinsburg, West Virginia, on August 10, 1991. One of the last sources Casolaro spoke to was an official of the Cabazon Arms operation. As with journalist Gary Webb, who uncovered the CIA's links to the same Nicaraguan contra elements who were also involved with Cabazon, Casolaro's death was ruled a suicide. Before and after their deaths, Casolaro and Webb were subjected to a concerted disinformation and character assassination campaign conducted by certain sectors of the corporate media, which, in turn, took their orders from their CIA masters.
